Casualties Certificate.
I am directed by the Board of Trade to acknowledge the receipt of letter of the 30th Instant, forwarding despatch from the Governor of Hong Kong, inclosing a Report of a Court of Inquiry held at that Port into the circumstances attending stranding of the S. S. Visting together with Correspondence on the subject.
The Board of Trade observe, that the Report was signed by the Governor under the impression that the finding of the Court was unanimous, when, as it appears, two of the members disagreed herewith. There appears to be a doubt as to the validity of the proceedings, about hitting decision, Sec. 432P
